Co-Director
Leatrice Sirls Webb co-founded PACT in 2002 alongside Carleene , rooted in a shared commitment to community, equity, and empowerment. Her leadership has been key to shaping PACT’s mission of person-centered support for individuals with developmental disabilities.
A lifelong Oakland resident, Leatrice holds a Bachelor’s degree from the University of San Francisco and a Master’s from Santa Clara University. Her decades of experience in human services have made her a respected voice across the Bay Area.
As a mother of three, Leatrice leads with empathy and conviction. Her vision for inclusive, community-based care continues to guide PACT’s work and inspire meaningful impact throughout the East Bay.

Carleene Antoine co-founded PACT in 2002 alongside Leatrice and brings over two decades of experience supporting individuals with developmental disabilities. Her work is grounded in trust, thoughtful care, and a deep understanding of community needs.
Originally from the Caribbean, Carleene has made the Bay Area her home and calling. She earned her Bachelor’s degree from the University of San Francisco and a Master’s from Santa Clara University, and has served as a trusted Regional Center of the East Bay (RCEB) vendor for over 20 years.
Known for her calm and intuitive leadership, Carleene listens deeply, responds with care, and leads with clarity. Her unwavering dedication continues to shape inclusive and empowering systems of support across the region.

We partner with RCEB to deliver services to clients in their home and community. After assessment, we pair them with trained staff and implement service plans.
